Retiring in Israel: US Tax Guide for American Retirees
Israel is a popular retirement destination for Americans, drawn by its culture, climate, and the 10-year tax holiday for new immigrants (olim). Israel's worldwide income taxation creates unique US filing questions for retirees. FileAbroad helps American retirees in Israel navigate these cross-border questions.
Social Security Abroad
You can collect US Social Security benefits while living in Israel. There is no U.S.-Israel Social Security agreement in force. Social Security is generally taxable only in the US under the US-Israel tax treaty.
Pension & Retirement Account Income
US pensions, IRAs, and 401(k) distributions are generally taxable only in the US. However, if you are an Israeli tax resident, Israel may also tax this income. The 10-year olim tax holiday may exempt foreign-source pension income from Israeli tax for qualifying new immigrants.
FEIE Limitations for Retirees
FEIE does NOT apply to pension or Social Security income. Retirees must rely on FTC or other strategies. If you qualify for the olim tax holiday, foreign pension income is not taxed by Israel, so FTC is useless. You owe full US tax on retirement income.
Medicare Abroad
Medicare does not cover healthcare outside the US. Retirees in Israel have access to Israeli public healthcare (Kupat Holim) if they are residents. Private insurance is also available.
Cost of Living & Housing
Israel's cost of living is high, particularly in Tel Aviv. Other cities (Jerusalem, Haifa, Be'er Sheva) are more affordable. Housing costs vary significantly.
Visa/Residency for Retirees
The A-5 temporary resident visa and permanent resident status are available for retirees. The process involves proving sufficient income and health insurance.
Common Mistakes Retirees Make in Israel
- Assuming FEIE covers retirement income — It does not.
- Not reporting Israeli bank accounts and pension accounts on FBAR — All foreign accounts are reportable.
- Not understanding olim tax holiday implications — If foreign pension income is exempt from Israeli tax, no FTC is available.
- Forgetting state tax — If you moved from California or New York, state tax residency rules may follow you.
When to Get Professional Help
You should consider professional help if you have retirement income from multiple sources, foreign accounts exceeding $10,000, Israeli pension questions, olim tax holiday questions, property ownership in Israel, or complex income situations.
